Legislation and related materials can make good sources for papers. You have to be careful if your legislation isn't enacted, your paper may become moot. Even if you have legislation that is enacted, you might not have enough law to write about because the statute is so new and there is no caselaw or commentary on the legislation. You can also search the legislative history of well-established code sections for insights into your research.
